LHCb submission killed off our CE. But it is not their fault, they were doing nothing wrong.
This was attributed to

but I don't agree.

RAL network outbound is running very slow. Iperfs to a variety of sites are typically only at 20Mbits/s. 
Being investigated by site networking.
